Applying For Funding at a Glance

  • Applications for Funding in the Housing Rehabilitation, Neighborhood Revitalization, and Commercial Revitalization categories are submitted during the annual application cycle. Eligible communities may apply for funding in one of these three categories if they do not have an open subgrant in one of the three categories.
  • Applications for Economic Development grants may be submitted at any time.
  • An eligible local government can be awarded only one Economic Development subgrant during a funding cycle.
  • Subgrant agreements are awarded for two-year periods.

Prior to submitting an application for funding, the applicant must:

  • Hold one public hearing to discuss community needs
  • Hold a second public hearing to discuss the proposed CDBG application, including the specific activities that are being proposed and the funding being requested
  • Public hearings must be properly noticed as discussed in 73C-23.0041, Florida Administrative Code
  • An applicant can receive points on its application if it forms a citizen advisory task force and the task force holds at least one meeting prior to the notice of the second public being published to identify community needs or make recommendations on potential activities

Community Wide Needs Score

One of the factors used in the competitive scoring process for Small Cities CDBG applications is the Community Wide Needs Score. This is a numerical representation of each eligible unit of local government’s needs based on the following census data:

  • Low- and Moderate-Income Population
  • Number of Persons Below the Poverty Level
  • Number of Housing Units with More than One Person Per Room
