Hazard Mitigation Grant Match Program for Hurricane Michael
The Florida Department of Economic Opportunity (DEO) allocated $109,000,000 in funding for the Rebuild Florida Hazard Mitigation Grant Match Program (HMGMP) through the Community Development Block Grant – Disaster Recovery (CDBG-DR) Program by the U.S. Department of Housing and Urban Development (HUD) to address unmet disaster recovery needs related to damage from Hurricane Michael.
FEMA’s Hazard Mitigation Grant Program (HMGP) requires a local match of 25%. This program is designed to fund the local match portion of the award. These funds represent a unique and significant opportunity for the state, in the areas most impacted by recent disasters, to carry out strategic and high impact activities to rebuild and harden infrastructure to prevent or reduce losses in future disasters.
The application cycle for the Hazard Mitigation Grant Match Program closed on September 30, 2021. The program is currently in the process of reviewing submitted applications.
Eligible Entities
Entities that were awarded HMGP funding and are located in the impacted areas listed below that experienced Hurricane Michael storm damage were eligible to apply for funding.
Eligible Activities
To be eligible for consideration of funding, proposed programs or projects must align with CDBG-DR and DEO requirements and priorities as outlined in the action plan and the Federal Register, including but not limited to those set forth below:
- Projects must demonstrate tie-back to Hurricane Michael.
- Projects must primarily serve LMI populations.
- Projects for infrastructure must support LMI housing.
- Projects must not duplicate benefits.
Activities may include but are not limited to:
- Acquisition/Demolition
- Structural Elevation
- Non-Portable Generators
- Localized Flood Risk Reduction
- Infrastructure
- Post-Disaster Code Enforcement
Timeline
- June 21, 2021: Application period opens. The application period is ongoing until funds are exhausted.
- September 30, 2021: Application cycle closed at 5:00 p.m. EST
- October 8, 2021: $3.1 million in awards announced for 12 projects.
