The Office of Broadband works with local and state government agencies, community organizations and private businesses to increase the availability and effectiveness of broadband internet throughout the state, specifically in small and rural communities. Through these partnerships, the Office of Broadband encourages investment in grant funding opportunities for the broadband program that focus on the expansion of broadband.

Florida Broadband Summit

FloridaCommerce hosted the inaugural Florida Broadband Summit on September 21-22, 2023, at the Rosen Shingle Creek in Orlando, Florida.

This event brought together more than 300 broadband industry professionals, local government officials, workforce and economic development professionals, and community organizations to share information and discuss the expansion and adoption of broadband across the state and how these services impact Florida's economy.

Florida Strategic Plan for Broadband

The Florida Broadband Strategic Plan lays out the vision of the Office of Broadband, the roles for state and local participants, and the strategies to undertake as Florida works towards a fully connected citizenry, both economically and socially.

 

 

 

Application Portal for Broadband Funding 

The Application Portal for Broadband Funding will be used when applying for any funding program within the Office of Broadband. Directives

Under sections 288.9961, 288.9962, and 288.9963, Florida Statutes, the Office of Broadband is responsible for:

  • Developing, marketing and promoting broadband internet services in the state;
  • Creating a strategic plan to increase the use of broadband internet services in the state;
  • Reviewing and verifying public input regarding transmission speeds and availability of broadband internet services throughout the state;
  • Building and facilitating local technology planning teams or partnerships; and
  • Participating in the Federal Communications Commission (FCC) proceedings that are related to the geographic availability and deployment of broadband internet in Florida.
  • Establishing the Broadband Opportunity Program and rulemaking for the program to award grants to applicants who seek to expand broadband to unserved areas (subject to appropriations).
  • Developing a map of broadband internet service availability throughout the state.

Local Technology Planning Teams

Section 288.9961(4)(b), Florida Statutes, directs the Office of Broadband to build and facilitate local technology planning teams representing cross-sections of the community, which may include, but are not limited to, representatives from the following organizations and industries:

  • Libraries; K-12 education; colleges and universities; local health care providers; private businesses; community organizations; economic development organizations; local governments; tourism; parks and recreation; and agriculture.

Broadband Timeline 

  • In July 2023, the Governor announced more than $247 million through the Capital Projects Fund Broadband Infrastructure Program. Connecting more than 59,000 unserved and underserved businesses, homes, farms and anchor institutions like hospitals and libraries to high-speed Internet. Infrastructure deployment through 63 strategic projects in 43 Florida counties ensures that Florida residents have reliable and efficient access to workforce, education and health monitoring opportunities for generations to come.

  • In June 2023, the Department partnered with Guidehouse to host two Broadband Public Workshops in Manatee and Duval counties.

  • In May 2023, the Department announced $60 million was awarded for 22 projects in 19 counties through the Broadband Opportunity Program impacting 58,000 unserved residential, educational, business, and community locations.

  • In May 2023, the Department announced $133 million in finding was available for broadband Internet projects in the second application cycle through the Broadband Opportunity Program.

  • In April 2023, The Department announced that the deadline to apply for funding through the Broadband Infrastructure Program was extended.

  • In April 2023, The Department announced $22 million for 8 counties and 8 projects through the Broadband Opportunity Program impacting 33,200 unserved residential, educational, business, and community locations.

  • In February 2023, Governor Ron DeSantis announced the first set of awards through the Broadband Opportunity Grant Program. More than $144 million was awarded for 58 projects in 41 Florida counties for broadband Internet expansion that impacted nearly 160,000 unserved residential, educational, business, and community locations.

  • In July 2023, the Department partnered with Guidehouse to host four Broadband Public Workshops in Taylor, Gulf, Collier and Miami-Dade counties, and three statewide webinars on broadband availability, accessibility, adoption and use.

  • In November 2022, the Office of Broadband received $247.8 million from the U.S. Treasury for the Capital Projects Fund Broadband Infrastructure Program. The Office was also awarded $2.4 million for their Digital Equity Planning Grant, as well as $5 million for the BEAD 5-year action plan.

  • In November 2022, the final rule for the Broadband Opportunity Program became effective.

  • In October 2022,the Office of Broadband filed the final rule package to JAPC and updated the Office website with information on the Broadband Opportunity Program, including program guidelines, frequently asked questions, and information on the technical assistance walk though webinars. 

  • In September 2022, FloridaCommerce posted the final application and scoring and evaluation criteria for the Broadband Opportunity Program to the website.  DEO also Published the Notice of Proposed Rule in the Florida Administrative Weekly. 

  • In August 2022, FloridaCommerce hosted three regional workshops (Bartow in Polk County on August 22, Milton in Santa Rosa County on August 25, and Moore Haven in Glades County on August 29, 2022) to receive community input on rulemaking for the implementation of the $400 million Broadband Opportunity Program. 

  • In June 2022, FloridaCommerce submitted the Florida Strategic Plan for Broadband to the Governor, the Speaker of the House, and the President of the Senate. The Florida Strategic Plan for Broadband lays out the vision of the Office of Broadband, the roles for state and local participants, and the strategies to undertake as Florida works toward a fully connected citizenry, both economically and socially.

  • In June 2022, FloridaCommerce published the Faster Florida Broadband Map, which identifies census blocks as unserved, underserved, served, and no fixed internet service as defined in Section 288.9961, Florida Statutes. The map also identifies Florida geographic boundaries, community anchor institutions, grant funding opportunities, and information on the speed tests taken through the Florida Broadband Availability Map.

  • In December 2021, FloridaCommerce published Florida’s Broadband Availability Map to identify where broadband-capable networks exist, where service is available to end users, gaps in rural areas, and download and upload speeds. FloridaCommerce continues to collect data from Floridians on their availability and accessibility of broadband Internet to be added to the map through its Broadband Internet Speed Test. 

  • In September 2021, FloridaCommerce launched the Local Technology Planning Team initiative using the Broadband Planning Toolkit developed by the Office of Broadband. Local Technology Planning Teams are tasked with working within their communities to understand their current broadband availability, locate unserved and underserved businesses and residents, identify assets relevant to broadband deployment, build partnerships with broadband service providers, and identify opportunities to leverage assets and reduce barriers to the deployment of broadband Internet services in the community. 

  • In February 2021, FloridaCommerce partnered with the Florida Regional Councils Association to host 10 virtual workshops where participants discussed broadband internet accessibility. Industry sector and community leaders within each region were invited to participate. These industry sectors included education, healthcare, private business, community organizations, agriculture, tourism, parks and recreation, economic development, local governments, and internet service providers.

  • During Florida’s 2021 Legislative session, House Bill 1239 passed and provided an allocation of $1.5 million to develop geographic information system (GIS) maps of Florida’s currently availability of broadband internet service.  

  • In July 2020, the Florida Office of Broadband was established within FloridaCommerce’s Division of Community Development to increase the availability and effectiveness of broadband internet throughout the state. The amendment of Section 288.9961, Florida Statutes, and creation of Sections 288.9962 and 288.9963, Florida Statutes, provides FloridaCommerce access to federal grant dollars and assists rural communities with the expansion of broadband services, as well as provides directives for broadband mapping and the Broadband Opportunity Program.

Faster Florida Broadband Map

The Florida Office of Broadband has created the Faster Florida Broadband Map. This map identifies census blocks as unserved, underserved, served, and no fixed internet service as defined in 288.9961 F.S.  The map also identifies Florida geographic boundaries, community anchor institutions, grant funding opportunities, and information on the speed tests taken through the Florida Broadband Availability Map.



ConnectedFlorida Map

The Florida Office of Broadband has created the ConnectedFlorida Map. This map identifies project areas submitted in applications and project areas that were awarded grant funding. This map will be updated as applications are submitted for grant funding and as successful projects are awarded.

 

Florida's Broadband Availability Map and Internet Speed Test

The Department of Economic Opportunity (DEO) has developed Florida’s Broadband Availability Map to identify broadband internet service availability throughout the state. The Broadband Availability Map identifies a location’s speed, connectivity, and access to broadband services. These insights allow the state of Florida to better identify and reach unserved and underserved areas of the state. The map will be an asset to local communities and internet service providers to assist with broadband planning efforts.

As part of DEO’s efforts to encourage public participation collaboration and ensure a high level of transparency, the Florida Broadband Availability Map will be continuously updated on this webpage. Please note that the map is not complete and will continue to be updated as more data is added and changes in broadband availability are identified.

DEO is enlisting the help of the public to take an internet speed test to assist in further developing Florida's Broadband Availability Map. Your participation will help the state of Florida identify gaps in high-speed internet service in order to advance the state’s overall broadband infrastructure expansion goals. Using your internet connection, the speed test will measure the speed of internet transmission between your device and an outside server. The speed test can be completed using any device that has an internet or cellular connection and takes less than one minute to complete. After taking the speed test, you will receive immediate results from your test. Results will populate the map once you complete the speed test and will include your download, upload, latency, and ping speeds. The data collected from your internet’s speed test will be displayed on the Florida Broadband Availability Map in real time.

 

 

  

 

 

 

Federal Communications Commission (FCC) National Broadband Map

On November 18, 2022, the FCC released the draft of the National Broadband Map.  The National Broadband Map displays where internet services are and are not available across the country. The map includes data submitted by providers, challenges from third parties and the public, and verifications and audits by the FCC, which together will continually improve and refine the broadband availability data relied upon by the FCC, other government agencies, and the public, as required by the Broadband DATA Act. It is important that the FCC National Broadband Map be as accurate as possible. Funding through the Broadband Equity Access and Deployment program will be based on the final FCC map.

Floridians are encouraged to visit the FCC National Broadband Map and enter their home or business address to view a summary of the FCC’s broadband Internet data for that location. For information on how to use the map and how to submit a challenge if the information for that address appears to be incorrect, please visit the FCC Broadband Data Collection Help Center. Challenges received by January 13, 2023, will be prioritized and will continue to be accepted on a rolling basis.

Floridians without a fixed (wired) or mobile broadband connection are especially encouraged to participate. A mobile phone, a friend or family member’s computer, or a public access site (a school, community center, or public library) can be used to enter a home address, review, and if needed, challenge the FCC’s national broadband map.

BEAD Program

BEAD Program

    Broadband Equity, Access, and Deployment (BEAD)

    The BEAD Program provides federal funding for grants to states for broadband planning, deployment, mapping, equity, and adoption activities. The BEAD Program, part of the Infrastructure Investment and Jobs Act (IIJA), allocates a minimum of $100 million for states to expand broadband infrastructure and connectivity programs. The NTIA issues the Notice of Funding Opportunity (NOFO) to describe the requirements under which it will award grants for the BEAD Program, authorized by the IIJA of 2021. On July 12, 2022, the Office submitted a letter of intent to participate in the BEAD program through the National Telecommunications and Information Administration (NTIA). On August 15, 2022, the Office submitted the program proposal, Prosperity Through a Connected Florida. DEO's Office of Broadband was awarded $5 million for an Initial Planning Grant to create the BEAD Five-Year Action Plan for the submitted proposal.

    BEAD Initial Proposal

    In 2023, the State of Florida was allocated more than $1.16 billion through the federal BEAD program to facilitate the expansion of broadband Internet and service access across the state. Prior to launching the full program in 2024, the State of Florida must first develop an initial proposal to be submitted to the National Telecommunications and Information Administration (NTIA) by December 27, 2023.

    On December 27, 2023, FloridaCommerce submitted its draft BEAD Initial Proposal to the NTIA for approval. This followed two concurrent 30-day public comment periods for Volumes I and II.

    Volume I

    Volume I addresses four BEAD requirements including FloridaCommerce’s plan for the Challenge Process, identifying existing broadband funding, listing unserved and underserved locations throughout the state, and defining and listing Community Anchor Institutions.

    Volume II
    Volume II addresses the remaining initial proposal requirements, including a description of the BEAD application process, non-deployment activities, and workforce initiatives.

    As part of this process, states must allow for at least a 30-day public comment period for the public to review and provide constructive feedback on the proposal. The public comment periods were as follows:

    • Volume I: Wednesday, November 15, 2023, to Friday, December 15, 2023, at 11:59 p.m., Eastern Time.
    • Volume II: Wednesday, November 22, 2023, to Friday, December 22, 2023, at 11:59 p.m., Eastern Time.

    Florida's Digital Adoption and Use Plan

    The Infrastructure Investment and Jobs Act of 2021 provided states with funding to create a plan to help close the digital divide. Presented below is the Florida Digital Adoption and Use Plan which lays out the objectives and strategies to bring all Floridians the essential resources, skills, and knowledge necessary to benefit from a fully connected economy. The Plan is comprised of an overarching vision for achieving digital adoption by the highest percentage of citizens achievable, through identification of current needs and gaps, existing assets and partnerships necessary to reach the objectives, and an implementation plan. The state will take advantage of identified existing assets and partnerships to achieve these objectives.

FloridaCommerce invites Floridians to review the Plan and provide constructive feedback enhance the Plan. The public comment period closes at 11:59 PM, Eastern Time, January 7, 2024.

State and Federal Funding Opportunities

Entities interested in expanding broadband in their communities may apply for the following funding opportunities. The below opportunities are updated regularly.

Florida Department of Economic Opportunity 

Rural Infrastructure Fund

  • Program Website: Rural Infrastructure Fund
  • Program Overview: Facilitates the planning, preparing and financing of traditional economic development or nature-based tourism infrastructure projects that encourages job creation and capital investment in rural communities.
  • Program Purpose Specific to Broadband: Eligible projects and uses of funds may include improving access to and the availability of broadband Internet service. Eligible uses of funds shall include improvements to broadband Internet service and access in unserved or underserved rural communities. Improvements to broadband Internet service and access must be conducted through a partnership(s) with one or more dealers registered with the Department of Revenue as a provider of communications services in Florida. Partnership(s) must be established through a competitive selection process that is publicly noticed.
  • Eligible Entities: Eligible Applicants are units of local government within an area designated as a Rural Area of Opportunity or a rural county or community as defined by Section 288.0656, Florida Statutes.
  • Funding Amount/Cycle: Rural Infrastructure Fund base funding ($7.1 million) provides funding in the amount of $2.5 million is available to rural communities statewide.

Community Development Block Grant - Coronavirus Small Cities and Entitlement Programs (CDBG-CV)

  • Program Website: CDBG-CV Webpage
  • Program Overview: The CDBG-CV funds are federally-awarded by the United States Department of Housing and Urban Development and designed to help local governments prepare for, prevent, or respond to the health and economic impacts of the pandemic. The activities must be critical to their locality and primarily for the benefit of low- and moderate-income residents. Local governments are encouraged to include activities that benefit workforce housing, training, and sustainability, as well as broadband infrastructure and planning. 
  • Program Purpose Specific to Broadband: Funds are designed to help local governments to prepare for, prevent, or respond to the health and economic impacts of the pandemic. Eligible activities include Broadband Planning and Public Infrastructure.

Each Activity Funded by CDBG Must Meet One of the Following National Objectives:

  • Provide benefit to low- and moderate-income (LMI) persons; 
  • Prevent or eliminate slum or blight conditions; or  
  • Address urgent community development needs, which pose a serious and immediate threat to the health and welfare of the community for which other funding is not available. 
  • Eligible Entities: Eligible CDBG-CV Small Cities Communities include municipalities and counties that participate in the Small Cities CDBG program. Communities may submit one application requesting a minimum of $200,000 and a maximum of $5 million in grant funding for one program or project through the competitive application cycle.  Eligible CDBG-CV Entitlement Communities include municipalities and counties that participate in the HUD entitlement program. Entitlement communities are encouraged to coordinate with local governments and subrecipient agencies within their jurisdiction and may apply for funding up to the amount allocated to the local government through a funding formula. 
  • Funding Amount/Cycle: $93 million is available.  The deadline to apply for funding through the CDBG-CV Small Cities Program is November 1, 2021 at 5 p.m., Eastern Time.

  • Program Overview: Internet resources for families and teachers to support students returning to school.
  • Program Purpose Specific to Broadband: Internet access.
  • Eligible Entities: Teachers and families.
  • Funding Amount/Cycle: Programs are available year-round.

Florida Internet and Television (FIT)

Linking Florida

  • Program Website: FIT Member Low-Cost Internet Programs 
  • Program Overview: FIT members have programs to further bridge the digital divide by offering Floridians discounted internet service for around $15 per month.
  • Program Purpose Specific to Broadband: FIT, representing Florida’s five major internet providers, is finding ways to further provide essential internet services that are critical for students to continue another year of education — whether that is learning from home or completing homework at the kitchen table at the end of the school day.
  • Eligible Entities: Public housing residents, low-income veterans, seniors, students and low-income households may qualify.

Federal Communications Commission

Affordable Connectivity Program

  • Program Website: https://www.usac.org/about/affordable-connectivity-program/
  • Program Overview: Congress recently created the Affordable Connectivity Program (ACP), a new, long-term $14 billion program that will replace the Emergency Broadband Benefit Program (EBB Program). Households enrolled in the EBB Program as of December 31, 2021 will continue to receive their current monthly benefit during a 60-day transition period.
  • Program Purpose Specific to Broadband: More information about actions current Emergency Broadband Benefit recipients will need to take to continue receiving the Affordable Connectivity Program benefit after the transition period will be available in the coming weeks.
  • Eligible Entities: Households have new ways to qualify for the Affordable Connectivity Program such as: receiving WIC benefits or having an income at or below 200% of the Federal Poverty Guidelines. Households that qualified for the Emergency Broadband Benefit due to a substantial loss of income due to job loss or furlough since February 29, 2020 or by meeting the eligibility criteria for a participating provider’s COVID-19 program will need to requalify for the Affordable Connectivity Program.
  • Funding Amount/Cycle: E-rate program funding is based on demand up to an annual Commission-established cap of $4.15 billion.  Funding will be fixed five-year budget cycle with no roll over for unspent funds.  

Rural Digital Opportunity Fund Auction Award Update

  • The Rural Digital Opportunity Fund (RDOF) is a Federal Communications Commission program designed to close the digital divide in the United States by investing in the construction of rural broadband networks. Through an auction bidding process, more than $191 million over a 10-year period was awarded to 10 broadband providers in the state of Florida. View the Bidder Results Summary by State. You may also view the Awards by Levels of Service Associated with the Winning Bids Map. The service tier is based on download speed, upload speed, usage allowance, and latency.
  • DEO proudly promotes the RDOF program and Florida broadband providers' participation in the program; however, the funding is not awarded through DEO. If you have additional questions about the program, please contact the Federal Communications Commission directly. 

E-Rate Program

  • Program Website: https://www.usac.org/e-rate/
  • Program Overview: The schools and libraries universal service support program, commonly known as the E-Rate program, helps schools and libraries obtain affordable broadband. Discounts for support depend on the level of poverty and whether the school or library is located in an urban or rural area. The discounts range from 20 percent to 90 percent of the costs of eligible services.
  • Program Purpose Specific to Broadband: Funding may be requested under two categories of service: services to a school or library (telecommunications, telecommunications services and Internet access), and services that deliver Internet access within schools and libraries (internal connections, basic maintenance of internal connections, and managed internal broadband services).
  • Eligible Entities: Libraries and K-12 schools.
  • Funding Amount/Cycle: E-rate program funding is based on demand up to an annual Commission-established cap of $4.15 billion.  Funding will be fixed five-year budget cycle with no roll over for unspent funds.

Improving Basic Programs Operated by Local Educational Agencies, Title 1, Part A

  • Program Website: Improving Basic Programs Operated by Local Educational Agencies, Title 1, Part A
  • Program Overview: The Elementary and Secondary Education Act, Title I, Part A, provides financial assistance for Local Education Agencies and schools with high numbers/percentages of children from low-income families to help meet state academic standards.
  • Program Purpose Specific to Broadband: Minor remodeling, consistent with 34 CFR Part 77, to improve the academic achievement of students served by Title I. 7.
  • Eligible Entities: State/local governments and rural recipients.
  • Funding Amount/Cycle: $16 billion for Fiscal Year 2020. Not available currently.

Promise Neighborhoods

  • Program Website: Promise Neighborhoods
  • Program Overview: The program provides funding to support eligible entities for broadband infrastructure, adoption and other broadband purposes.
  • Program Purpose Specific to Broadband: Broadband infrastructure (e.g., construction), broadband adoption, digital skills training, mobile hotspots and hotspot data plans.
  • Eligible Entities: Libraries, K-12 schools, higher education institutions and tribal entities.
  • Funding Amount/Cycle: $16 billion for Fiscal Year 2020. Not available currently. 

Rural and Low-Income School Program and the Small, Rural School Achievement Program

  • Program Website: Rural and Low-Income School Program and the Small, Rural School Achievement Program
  • Program Overview: The purpose of these two grant programs are to provide poor, rural districts with financial assistance to address the unique needs of rural school districts that frequently lack the personnel and resources needed to compete effectively for Federal competitive grants and receive formula grant allocations in amounts too small to be effective in meeting their intended purposes.
  • Program Purpose Specific to Broadband: Broadband infrastructure (e.g., construction), digital skills training, mobile hotspots and mobile hotspot data plans, minor remodeling, consistent with 34 CFR Part 77, to improve the academic achievement of students served by the program.
  • Eligible Entities: K-12 schools and rural recipients who are under the local education agencies for the rural and low-income school program.

Student Support and Academic Enrichment Program, Title IV, Part A

  • Program Website: Student Support and Academic Enrichment Program, Title IV, Part A
  • Program Overview: To help eligible Institutions of Higher Education to become self-sufficient and expand their capacity to serve low- income students by providing funds to improve and strengthen the academic quality, institutional management, and fiscal stability of eligible institutions.
  • Program Purpose Specific to Broadband: Broadband infrastructure (e.g., construction), digital skills training, mobile hotspots and mobile hotspot data plans, minor remodeling, consistent with 34 CFR Part 77, to improve the academic achievement of students served by the program.
  • Eligible Entities: K-12 schools and state/local governments.
  • Funding Amount/Cycle: $1.8 million for Fiscal Year 2020. Not available currently. 

Strengthening Institutions, Title III, Part A

  • Program Website: Strengthening Institutions, Title III, Part A
  • Program Overview: To promote student achievement and preparation for global competitiveness by fostering educational excellence and ensuring equal access.

  • Program Overview: This program provides financial assistance to Historically Black Colleges and Universities to establish or strengthen their physical plants, financial management, academic resources and endowment-building capacity.

United States Department of Agriculture

Rural eConnectivity Program (the ReConnect Program)

  • Program Overview: The ReConnect Program provides loans, grants, and loan/grant combinations to facilitate broadband deployment in rural areas. In facilitating the expansion of broadband services and infrastructure, the program will fuel long-term rural economic development and opportunities in rural America. 
  • Eligible Entities: Nonprofit Entities, States, Local Governments or Agencies, Cooperative or Mutual Organizations, Limited Liability Companies or Limited Liability Partnerships, Indian Tribes, and For-profit Corporations.
  • Funding Amount/Cycle: $350 million beginning on November 24, 2021; applications can be submitted through the on-line application portal until 11:59 a.m. Eastern on February 22, 2022. 

Telecom Infrastructure Loan Program

  • Program Website: Telecom Infrastructure Loan Program
  • Program Overview: This program provides financing for the construction, maintenance, improvement, and expansion of telephone service and broadband in rural areas.
  • Program Purpose Specific to Broadband: Broadband infrastructure (e.g., construction) and broadband financing.
  • Eligible Entities: State and Local Governments, Tribal Entities, Commercial/Internet Service Providers, Non-profit Organizations, Small Businesses, Electric Utilities/Co-ops, and Financial Institutions.
  • Funding Amount/Cycle: Cost-of-money loans: fixed rate at current U.S. Treasury rates depending on loan maturity at time of each advance. Loan Guarantees: fixed rate primarily from the Federal Financing Bank (FFB). Interest rates (Treasury rate plus 1/8%) vary depending on call options and the interim maturity rate selected at each advance, which may be as short as 90 days, with auto-rollover. Current rates available online, scroll down to “Treasury Constant Maturities” add 0.125% for FFB rate.  Hardship loans: fixed interest rate of 5% for up to 20 years and requires special qualifications. 

Community Facilities Direct Loan and Grant Program

  • Program Website: Community Facilities Direct Loan and Grant Program
  • Program Overview: This program provides affordable funding to develop essential community facilities in rural areas. An essential community facility is defined as a facility that provides an essential service to the local community for the orderly development of the community in a primarily rural area, and does not include private, commercial or business undertakings.
  • Program Purpose Specific to Broadband: Public Computer Access.
  • Eligible Entities: Public Entities, Tribal Entities, and Community-based Nonprofit Organizations.
  • Funding Amount/Cycle: Low interest direct loans, grants, a combination of the two above, as well as our loan guarantee program. For more information, contact your local USDA Rural Development Office.  

Rural Economic Development Loan and Grant (REDLG) Program

  • Program Website: Rural Economic Development Loan and Grant Program
  • Program Overview: The Rural Economic Development Loan and Grant program provides funding for rural projects through local utility organizations. USDA provides zero-interest loans to local utilities which they, in turn, pass through to local businesses (ultimate recipients) for projects that will create and retain employment in rural areas. The ultimate recipients repay the lending utility directly. The utility is responsible for repayment to USDA.
  • Program Purpose Specific to Broadband: Broadband Infrastructure (e.g., construction).
  • Eligible Entities: Commercial/Internet Service Providers and Electric Utilities/Co-ops.
  • Funding Amount/Cycle: Up to $300,000 in grants and $1 million in loans is available. The intermediary applies to USDA for funding support on behalf of specified local projects. Projects may commence after application submission, but there is no guarantee of approval. USDA funds are issued to the intermediary at project completion. 

Rural Business and Industry (B&I) Guaranteed Loan Program

  • Program Website: Rural Business and Industry Guaranteed Loan Program
  • Program Overview: The Business and Industry program bolsters the availability of private credit by guaranteeing loans for rural businesses. This program improves the economic health of rural communities by increasing access to business capital through loan guarantees that enable commercial lenders to provide affordable financing for businesses in eligible rural areas.
  • Program Purpose Specific to Broadband: Broadband Financing.
  • Eligible Entities: Higher Education Institutions, State and Local Governments, Commercial/Internet Service Providers, Electric Utilities/Co-ops and Financial Institutions.
  • Funding Amount/Cycle: $20 million was provided under the CARES Act.

United States Department of Commerce

Broadband Equity, Access and Deployment Grant

  • Program Website: Broadband Equity, Access, and Deployment (BEAD) Program
  • Program Overview: The Broadband Equity, Access and Deployment Grant Program provides federal funding for grants to Eligible Entities for broadband planning, deployment, mapping, equity, and adoption activities.
  • Program Purpose Specific to Broadband: Deploying broadband service to unserved locations (those without any broadband service at all or with broadband service offering speeds below 25 megabits per second (Mbps) downstream/3 Mbps upstream) and underserved locations (those without broadband service offering speeds of 100 Mbps downstream/20 Mbps upstream). Solicitations for eligible project applications will be conducted once funding is received by the State and Initial Proposal is submitted to NTIA.
  • Eligible Entities: Eligible Applicants are States, District of Columbia, Puerto Rico, American Samoa, Guam, U.S. Virgin Islands, and the Commonwealth of the Northern Marianna Islands.
  • Funding Amount/Cycle: Base amount $100,000,000 per state. Letter of Intent due by 11:59 PM July 18, 2022.

Digital Equity Planning Grant

  • Program Overview: Through these Plans, each State will identify barriers to digital equity in the State and strategies for overcoming those barriers.
  • Program Purpose Specific to Broadband: The State Digital Equity Planning Grant Program is part of the larger State Digital Equity Capacity Grant Program, the purpose of which is to promote the achievement of digital equity, support digital inclusion activities, and build capacity for efforts by States relating to the adoption of broadband by residents of those States.
  • Eligible Entities: Eligible Applicants are States, District of Columbia, and Puerto Rico.
  • Funding Amount/Cycle: $2,407,223.57 Applications due by 11:59 PM July 12, 2022

Enabling Middle Mile Broadband Infrastructure

  • Program Overview: The Middle Mile Broadband Infrastructure Grant (MMG) Program provides funding for the construction, improvement, or acquisition of middle mile infrastructure. The purpose of the grant program is to expand and extend middle mile infrastructure to reduce the cost of connecting areas that are unserved or underserved to the internet backbone.
  • Program Purpose Specific to Broadband: The MMG Program has identified two key objectives:  1. Encourage the expansion and extension of middle mile infrastructure to reduce the cost of connecting unserved and underserved areas to the backbone of the internet and 2. Promote broadband connection resiliency through the creation of alternative network connection paths that can be designed to prevent single points of failure on a broadband network.
  • NTIA looks forward to receiving and reviewing a broad range of applications proposing creative ways to fill the gaps in our nation’s middle mile infrastructure and advance our national goals of increasing connectivity, affordability, and equity.
  • Eligible Entities: (A) a State, political subdivision of a State, Tribal government, technology company, electric utility, utility cooperative, public utility district, telecommunications company, telecommunications cooperative, nonprofit foundation, nonprofit corporation, nonprofit institution, nonprofit association, regional planning council, Native entity, or economic development authority; or (B) a partnership of two (2) or more entities described in (A).
  • Funding Amount/Cycle: $1,000,000,000 / Competitive Grant Application portal opens June 23, 2022, and all applications must be received by 11:59 PM September 30, 2022. Prospective non-State and non-Tribal Government applicants must, prior to submitting an application, coordinate and consult with the State Broadband Office or other coordinating body located in the jurisdiction in which the eligible entity proposes to deploy middle mile infrastructure to ensure that the proposal is consistent with the State’s broadband plan and priorities.

Promote Broadband Expansion Program - National Telecommunications and Information Administration (NITA)

  • Program Website: NITA Grant Program: Broadband Infrastructure 
  • Program Overview: The National Telecommunications and Information Administration will administer this $300 million grant program, directed to partnerships between a state or local government, and a service provider capable of providing fixed broadband service to areas that do not have broadband access, especially rural areas.
  • Program Purpose Specific to Broadband: Fixed broadband with priority given to project proposals that: are designed to provide broadband  to the greatest number of households in an eligible service area, focus on rural areas, and designed to provide service of not less than 100/20 Mbps.
  • Eligible Entities: State or local jurisdiction of a state and a service provider capable of providing fixed broadband service.
  • Funding Amount/Cycle: No timeline or funding amount.  Please check NTIA’s website for updates on the application timeline as they become available. All grant funds must be expended within a year of being awarded.

United States Department of Treasury

Coronavirus Capital Projects Fund (CCPF)

  • Program Website: Coronavirus Capital Projects Fund  
  • Program Overview: Treasury is launching the Capital Projects Fund to allow recipients to invest in capital assets that meet communities’ critical needs in the short- and long-term, with a key emphasis on making funding available for broadband infrastructure.
  • Program Purpose Specific to Broadband: Eligible uses of grant funding include Broadband Infrastructure Deployment Projects, Digital Connectivity Technology Projects, and Multi-Purpose Community Facility Projects.
  • Eligible Entities: States, Territories & Freely Associated States. 
  • Funding Amount/Cycle: $10 billion is available and the deadline to request funding is December 27, 2021. The deadline to submit Grant Plans is September 24, 2022.

The Internet and Television Association (NCTA) & EducationSuperHighway (ESH)

K-12 Bridge to Broadband Program

  • Program Website: K-12 Bridge to Broadband Program
  • Program Overview: The program has established a national framework of principles that enables cable broadband providers to work directly with school districts to 1) confidentially share information to quickly identify students without broadband at home and 2) enable the school districts to purchase internet service for low-income families through sponsored service agreements.
  • Program Purpose Specific to Broadband: Cable broadband providers that have committed to this unique initiative offer broadband service to 80% of U.S. homes or 110 million housing units.
