Federal Law requires that each recipient of Federal financial assistance through the One-Stop system must provide the notice "Equal Opportunity is the Law." Recipients must:
- Post the notice prominently, in reasonable numbers and places;
- Disseminate the notice in internal memoranda and other written and electronic communications;
- Include the notice in handbooks and manuals; and
- Make the notice available to each program participant, and make it part of each participant’s file; and
- Provide the notice in appropriate formats to individuals with visual impairments. Where notice has been given in an alternate format to a participant with a visual impairment, the recipient must record in the participant’s file that such notice has been given.

“Federal financial assistance” includes various types of in-kind assistance, as well as “any . . . agreement, arrangement, contract or subcontract (other than a Federal procurement contract or a contract of insurance or guaranty), or other instrument that has as one of its purposes the provision of assistance or benefits under Title I (of the Workforce Investment Act)”. This category includes, for example, employers that participate in on-the-job training (OJT) programs through the One-Stop system. [See 29 CFR 37.4 (definition of “Financial assistance under Title I of WIA,” paragraph (5).]

Effective July 24, 2007, the federal minimum wage for covered non-exempt employees will be $5.85 per hour. The minimum wage increases to $6.55 per hour effective July 24, 2008; and $7.25 per hour effective July 24, 2009.
