In 1993, Congress enacted the Unemployment Compensation Amendments of 1993, which requires states to establish and utilize a system of profiling new claimants who are likely to exhaust regular RA benefits and will need assistance to make a successful transition to new employment.
The Priority Reemployment Planning (PREP) program provides reemployment services to RA claimants who are profiled as unlikely to return to their previous jobs or occupations and are given assistance early in their claims series.
Claimants who are selected are notified via U.S. mail of a mandatory appointment at their local career center. Services provided to the claimants at this appointment are:
- Orientation - Claimants are advised of the availability and benefits of reemployment services.
- Assessment - After the orientation session, each claimant must complete a staff-assisted initial assessment that provides an analysis of the claimant's strengths and weaknesses relative to finding employment based on his/her education level, work history, and vocational skills. The assessment should also identify any barriers to employment that may exist.
