Budget Management

The Budget Management office prepares annual Legislative Budget Requests and develops annual operating budgets; assists in the preparation of fiscal impact statements for proposed legislation; monitors budget authority, expenditures and trust fund balances throughout the year; and initiates any interim budget actions necessary to accomplish its goals and objectives. Financial Management

Finance and Accounting

The Finance and Accounting section is responsible for financial administration of the Department of Economic Opportunity including the units of Administration, Disbursements, Cash Management/ Reconciliation, Accounting Systems and Policy, and Grant Accounting and Reporting. The Finance and Accounting section also manages the Purchasing Card Program.

Grants Management

The Grants Management section handles all federal and state grants awarded to the department. This section is responsible for ensuring compliance with grant rules and regulations, managing, accounting grant revenues. In addition, this section is responsible for the allocations and financial oversight of sub-awards to the state's regional workforce boards and other sub-recipients.

Human Resource Management

Human Resource Management is responsible for all department personnel management issues, including new hires, separations, classifications, organization structure, leave and attendance, payroll, benefits, employee relations, and employee training. The office ensures that all actions are in compliance with the State of Florida Personnel Rules. This office also provides the department's external partners with Human Resources technical assistance. [Statutes:  Chapter 110, Florida Statutes]

Financial Monitoring and Accountability

Financial Monitoring and Accountability is responsible for on-site financial monitoring, department contract reviews and technical assistance.

General Services

General Services focuses on the operational functions of the department. Office responsibilities include property and inventory management; maintenance of department owned buildings; business office lease agreements; purchasing, contracts and grants administration, emergency management, safety and security, parking, and vehicle fleet management. 

Facilities Management

The Facilities Management section manages the day-to-day operations of 11 facilities, which consist of 17 buildings. This section manages the department’s parking resources, coordinates the department’s safety and security programs, and acquires office space to house Department of Economic Opportunity operations.

Property and Procurement

The Property and Procurement section facilitates the procurement of all commodities and contractual services required for the operation of department programs and facilities they support.  This section ensures all department assets are properly identified, accounted for, and legally disposed of.  This section also handles the mail services process, records management, property insurance, fleet management, office relocation services, and office product storage and delivery services.  This section oversees the department’s One-Florida initiative and MyFloridaMarketPlace system administration.

Contracts and Grants Administration

The Contracts and Grants Administration section serves as the department’s central point of contact regarding the establishment, execution, tracking, amendment, and overall administration of department contracts and grants. This section provides consultation and direction to department’s contract and grant managers and coordinates the contract/grant agreement review and approval process. The Contracts and Grants Administration section also triages issues, tracks and reports information, and facilitates problem resolution related to the department’s contracts and grants.

Emergency Management

The Emergency Management Section is responsible for planning and coordinating actions of the department and its economic support partners to prepare, respond, and recover from natural or man-made disasters. The Department’s Emergency Coordinating Officer (ECO) leads a public-private sector team (Emergency Support Function 18) in facilitating business-related response and recovery activities at the State Emergency Operations Center, the central point of coordination for all major disasters in the state. The Emergency Management Section also partners with program and emergency management staff in developing and maintaining disaster preparedness and continuity plans, and serves as a liaison with local, state and federal emergency management officials.
