• What is the Workforce Innovation and Opportunity Act or “WIOA”?

  • Federal legislation that helps job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy.

• What legislation did WIOA replace?

  • WIOA supersedes the Workforce Investment Act of 1998 and amends the Adult Education and Family Literacy Act, the Wagner-Peyser Act, and the Rehabilitation Act of 1973.

• What is a dislocated worker?

  • Individuals who become unemployed through no fault of their own and displaced homemakers.

• What are the eligibility requirements for WIOA Dislocated Worker Programs?

  • Registered for selective service,
  • National citizen, resident alien, refugee, parolee, or individual authorized by the Office of Attorney General to work in the country,
  • Have been terminated, laid off, or notified of layoff,
  • Facility was closed, or the employer has made a general announcement that the facility will close,
  • Be eligible for or have exhausted Unemployment Compensation Benefits or has worked long enough to establish an attachment to the labor market and be unlikely to return to his/her previous occupation or job,
  • Are self-employed individuals, farmers, ranchers, and fishermen who are unemployed due to economic conditions or a natural disaster, and;
  • Are an unemployed displaced homemaker who was dependent on the income of another family member and is no longer receiving that support.

• Are TAA participants required to be co-enrolled in WIOA Title I Dislocated Worker?

  • Per TEGL 04-20, when eligible TAA participants must be co-enrolled in WIOA Title I Dislocated Worker. This benefits the trade-affected worker by providing additional benefits and services unavailable in the TAA Program such as supportive services and follow up services.
  • Co-enrollment is tracked and measured in the quarterly Trade Adjustment Assistance Data Integrity (TAADI) Report.
    • The minimum passing score requires at least 50% of all TAA participants be co-enrolled in WIOA.
