| Definition | Count of children who have been determined eligible for VPK but have not enrolled in either the school-year or summer. A child may be determined eligible for VPK services but is not enrolled until the parent chooses a VPK provider and the child is enrolled with that provider to receive services. |
| Calculation | Cumulative distinct count of children by county, coalition, or statewide. The child must have an active eligibility and no record of an enrollment. |
| Notes | A distinct child is defined as the unique combination of a child ID with a date of birth. |
