In November 2006, AWI requested that OEL make additions to the coalition plan document to provide a basis for administrative/fiscal monitoring of local early learning coalitions by contracted reviewers. With the assistance of AWI and OEL staff, and input from The Association of Executive Directors finance committee, OEL developed criteria to meet the request of the agency. The Office of Early Learning has amended the Coalition Plan to include an Administrative element in Part 4, Program Elements, section 1.1 Program Administration: Support Services. This adds the following thirteen (13) elements of administration that need to be addressed by the coalitions:

A zip-file is available for download here that contains the Administrative Plan Guidance Workbook, the Administrative Plan Template, and nine (9) resource documents to assist you in completing the Coalition Plan Administrative Amendment. The Guidance Workbook contains hyperlinks, which when used electronically, will provide you with additional resources.
Coalitions need to submit an electronic version of the Amendment document to OEL no later than the close of business on June 18, 2007. Please send an electronic version of the Amendment to the person(s) named below. In addition, one (1) original Amendment document complete with signatures and (3) copies must be sent to OEL and postmarked no later than the date referenced above. The original 3 copies must be mailed to: Office of Early Learning, Attention: Michele DiMonaco, Program Supervisor, 107 E. Madison Street, MSC#140, P.O. Box 7416, Tallahassee, FL 32399-4143.
