Pursuant to Section 380.0651(3)(a), Florida Statutes, the Florida Legislature's Office of Economic and Demographic Research transmitted to FloridaCommerce on June 22, 2023, a list of counties and municipalities meeting the population and density criteria related to qualifying as dense urban land areas. FloridaCommerce posted this list on its web site on June 23, 2023.

The jurisdictions listed below have been identified by the Office of Economic and Demographic Research based on April 1, 2020 population estimates and the statutory definition.

Dense urban land area is defined by Section 380.0651(3)(a), Florida Statutes, to mean:

  1. A municipality that has an average of at least 1,000 people per square mile of land area and a minimum total population of at least 5,000;
  2. A county, including the municipalities located therein, which has an average of at least 1,000 people per square mile of land area and is located within an urban service area as defined by Section 163.3164, Florida Statutes, which has been adopted into the comprehensive plan;
  3. A county, including the municipalities located therein, which has a population of at least 900,000, that has an average of at least 1,000 people per square mile of land area but which does not have an urban service area designated in the comprehensive plan; or
  4. A county, including the municipalities located therein, which has a population of at least 1 million and is located within an urban service area as defined in Section 163.3164, Florida Statutes, which has been adopted into the comprehensive plan.

5 Green Cove Springs, Lake City, Marathon and Minneola were added based on the 2016 Census Population estimates.

6 Fruitland Park was added based on the 2017 Census Population estimates.

7 Belleview, Davenport and Groveland were added based on the 2018 Census Population estimates.

8 Marathon was added based on the 2019 Census Population estimates.
